Abstract

This article presents a case study on control policies on the field of the internet and the social web, developed by the Venezuelan government, between 2007 and 2015. The case study includes examination of key documents of public policy for internet by Venezuelan State, industry statistics and data provided by previous research, as well as systematization of empirical events that reflect the characteristics of the practices of political control on the web that were implemented by the Venezuelan State. The study examines whether the data substantiate the hypotheses of the "dictator's dilemma" (Kerr, 2014) in a hybrid political regime as Venezuela.

Investigadora en sociedad en red, comunicación política y web social. Proyectos de investigación actuales en movimientos sociales en red, políticas gubernamentales sobre internet y comunidades políticas en redes. PhD de la Universidad de Michigan (2009) en Higher Education Public Policy. Formación de postgrado en investigación basada en encuestas (University of Michigan, 2005) y comunicación estratégica (UCAB, 1998). Fortalezas en métodos de investigación cuantitativos y cualitativos, incluyendo modelos de regresión, modelos multinómicos, análisis factorial, análisis de conglomerados, análisis de redes sociales, analítica web, análisis de discurso y focus groups. Experimentada en docencia de postgrado en Venezuela, Ecuador y Colombia (Universidad Central de Venezuela, Universidad Católica Andrés Bello, FLACSO-Ecuador, Universidad Externado de Colombia y Universidad de las Américas), dictando las asignaturas Evaluación de entorno, TICs & Procesos políticos, Opinión pública & Web social, Medios & Política, Métodos de investigación en entorno digital, Comunicación política y Web social, y Periodismo Digital. Actualmente, directora de la Maestría de Periodismo de la UDLA, en Ecuador.
