Innovation and adaptation of european public broadcasters: from linear broadcasting to OTT platforms
Abstract
This study analyzes the transformation of European public broadcasters as they transition from linear television to OTT (Over The Top) streaming platforms, assessing their adaptability and challenges in the digital age. The research focuses on 13 public broadcasters chosen based on their longevity and membership in the European Broadcasting Union (EBU), examining aspects such as accessibility, content distribution, and usability of their BVoD (Broadcaster Video on Demand) platforms. Despite launching their own streaming platforms to compete with commercial services, these public broadcasters face significant challenges in personalizing the user experience and producing exclusive content, which limits their competitiveness. Most still operate under a “catch-up” model, offering previously aired content rather than developing original and exclusive productions. Another key challenge is engaging young audiences, which requires not only content adaptation but also enhanced interactivity and improved digital experiences. The study also highlights the underoptimization of mobile applications, a crucial aspect given the importance of user experience on mobile devices, especially for younger viewers.
