Precarious autonomies: an analysis of technologies for people with intellectual disabilities

Abstract

Digital technologies have burst into the lives of people with disabilities with the promise of offering more autonomy and accessibility with remarkable achievements in some areas. Learning disability, however, has been a field in which such developments have been more modest and still presents certain uncertainties. The issue of autonomy, in particular, poses problems in its implementation, especially when it is considered from the point of view of an autonomous individual subject capable of making independent decisions. Through an ethnographic study carried out in an independent living service in Catalonia, we analyzed two cases of technology implemented to facilitate the autonomy of people with learning disabilities. From the comparison between the two cases, we have shown how the final outcome of the experiences has much to do with the interactions between the different conceptions of autonomy that are present and the way in which the role of technology in achieving independent living is conceived. The study identifies that thinking about the whole network of relationships that is established as a set of precarious balances is critical to dealing with complex matters such as the right to decide, the autonomy or non-invasive support in the daily life of people with learning disabilities.

Author Biographies

Joan Moyà-Köhler, CareNet-UOC

Joan Moyà-Köhler holds a PhD in Person and society in the contemporary world (Social Psychology) from the Autonomous University of Barcelona (UAB) with honors (Cum Laude mention), for his work “Synchronizing autonomies: study on an independent living service for people with Down syndrome”.

His field of research is the so-called STS (Science and Technology Studies), and his work revolves around the forms of social engagement, knowledge production and innovation regarding social groups considered in need of care and assistance. His work is particularly attentive to the processes and practices that allow the participation in the research processes of those groups.

 

He is part of the Care and Preparedness in the Network Society research group (Carenet) at the Open University of Catalonia (UOC-IN3) and has worked as a predoctoral researcher (2014-2017) at the UOC with a PhD grant (FI - Formació Investigadora) from the AGAUR (Agència de Gestió d'Ajuts Universitaris i de Recerca) as part of the research project "Ciencia, tecnología y democracia: experticia instituciones y participación ciudadana" (Plan Nacional de i+d: CSO2011-29749-C02-02) (2012-2014). He has also worked as a researcher at the “Grassroots community care initiatives in Barcelona” project founded by the ICUB/IBE/IMPD/IMEB - Ajuntament de Barcelona during the 2018 and the 2019. He has also been in charge of the design and implementation of research project “TEA Ripollet”, founded by the city council of Ripollet (2019-2020), and during the 2020-2021 he has been involved on a study on the violence suffered by woman with disabilities in Catalunya for the Institut Català de les Dones (ICD).

 

Recently he had been awarded by the Barcelona City Council for his work “Infraestructuras para una vida independiente una investigación participativa para repensar la vivienda, los cuidados y la comunidad en tiempos de pandemia” (2020). He had been also awarded by the American Society of Studies in Science and Technology with a scholarship to participate in the 2019 Congress of the Society for Social Studies of Science in New Orleans.

 

In addition, Joan Moyà-Köhler has been a visiting researcher at the Danish University of Aarhus (AU) during the 2017.

 

Finally, during the last few years, he has reviewed articles for the "Athenea Digital" journal (Scopus) and for the "Revisa cultura de los cuidados" (Scopus and ISI-WK). He had been involved in the organization an coordination of the workshop “Repensar la vida independiente” (2018) in Bareclona, and in the organization of the international workshop "STS by other means" at the International Congress in Science and Technology Studies (2016). He is also member of the European Association for the Study of Science and Technology (EASST) and of the Society for Social Studies of Science (4S).

He is currently working as main researcher on the project “Diagnosi de necessitats específiques per l´abordatge de les violències masclistes en les dones amb discapacitat i propostes d’actuació” for the Institut Català de les Dones, and teaching at the Universitat Autònoma de Barcelona (UAB) and the Universitat Ramón Llull (URL).

Miquel Domènech, Universitat Autònoma de Barcelona/Barcelona Science and Technology Studies (STS-b)

Miquel Domènech is Associate Professor of Social Psychology at the Universitat Autònoma de Barcelona. He is member of the European Association for the Study of Science and Technology (EASST) Council. His research interests cohere broadly in the field of science and technology studies, with special emphasis on the relationship between care and technology and citizen participation in technoscientific issues.

Miquel Domènech's research interests are framed in Science and Technology Studies. Three lines of work. 1) Study of care technologies: it is focused on the analysis of the impact that the introduction of technological devices for care has on people's daily lives. 2) Study of citizen participation in the Knowledge Society: its interest here has to do with the relationships between experts and lay people, both in public controversies and in deliberative processes or, also, citizen science experiences. 3) Ethics of technology: currently with special emphasis on the ethical implications of the development of robotics.
