Abstract

Government communication in Mexico has been used, regularly, for electoral purposes, this despite the fact that its regulatory design indicates a scheme of restrictions that seek to prevent, precisely, the invasion of that sphere. The legislation on social communication (government communication) although it seems to warn the extent and influence that the media have on citizenship, which could break equity in electoral processes, is aimed at regulating public spending for propaganda governmental but does not establish conditions for citizens to appropriate the necessary elements for decision-making; The media, due to their massive capacity, constitute the main platform that facilitates communication between government and citizens.
