Inclusion of children in democratic and local participation in the Community of Madrid. A perspective of municipal technicians and politicians
Abstract
This study examines the inclusion of children in the democratic processes of 13 municipalities in the Community of Madrid from the perspective of the technical figures and elected officials who promote and coordinate the promotion of child participation in the municipalities. After a conceptual review of the evolution of child participation from a rights-based approach, the analysis focuses on the inclusion of children in regulatory frameworks and child participation bodies, the situation of citizen and democratic participation of children in municipalities and their social representation as citizens. The methodology implemented through questionnaires and interviews reveals that, despite legislative advances, child participation is affected by the lack of cross-cutting strategies and policies for the promotion of genuine, protagonist and effective participation of children and adolescents in democratic institutions. Overcoming the symbolic and consultative participation of these participatory structures requires deconstructing adult-centered and paternalistic visions centered on vulnerability, promoting participation based on the recognition of children and adolescents as citizens with rights who have the agency to influence political and community decisions.
