Lobbying of the Civil Society Organizations in Spain: capacity of influence over the public institutions
Abstract
This research establishes a classification of Spanish Civil Society Organizations by their capacity of influence over institutions; it specifies the key variables for which they obtain it and their comparative relevance. After consultation with 19 specialists, the methodology concedes to 55 of these organizations a score, according to their number of seats in public committees, members, employees, seniority and presence in transparency registers. The leading entities are mainly dedicated to representing people with functional diversity, or patients. The best positioned ones stand out for their number of members, while the vast majority tend to obtain the maximum score for their participation in public committees. The practice of indirect lobbying is widespread, but it does not coincide with a particularly high influence capacity. Likewise, these organizations are diverse in terms of their internal distribution by areas, although said distribution may lead to an excess of professionalization.
