Lack of consensus and educational instability in Spain
Abstract
INTRODUCTION The evolution of the Spanish education system, in which successive and conflicting legislations have been passed, is determined by the lack of a great educational pact. In this sense, the stability of an education system is desirable because it offers greater guarantees in terms of its efficiency and long-term strategy. However, it requires political and social agreement on the main guidelines of education policy. In this article we analyse what the education pact has meant and its relationship with stability, with reference to the processing of the LOMLOE. METHODOLOGYIn order to do so, we have used a qualitative methodology which, based on critical hermeneutics, RESULTShas allowed us to review and analyse how, despite the various attempts made in the field of education policy in Spain throughout its history, this agreement has not materialised. DISCUSSIONThe reasons for the difficulty in reaching a social and political agreement on the main lines of educational policy can be explained by the historical context and the ideological partisanship of the parliamentary groups.
