Michel Rocard and the agricultural debate on Spain’s accession to the EEC, 1983-1985

Abstract

Michel Rocard has been one of the most well-known French socialist politician of the second half of the 20th century. A vast majority of the public opinion remembers him for being the prime minister (1988-1991) and as ideologist of what was called deuxième gauche. Nevertheless, his job as Minister of Agriculture (1983-1985) got hardly mentioned despite he contributed to the development of the agrarian sector not only in France but also in Europe. On the one hand, he achieved the unlock of the CAP, on the other hand contributed to the integration of Spain in the EEC. This paper has been written from primary unpublished sources and will analyse the roll that Michel Rocard played in the negotiations for the adhesion of Spain to the Common Market. This investigation will allow us to comprehend the complexity of the community negotiations as well as the great number of factors that intervened in the entrance of Spain into de EEC.
