Planning, Territorial Policies and Areas of Competence of States’ Governors in the Recent Federalist Dynamic in Brazil: The Case of Bahia

Abstract

This work considers that it is important to debate the question of federalism from the point of view of Political Geography and Geopolitics. The article’s main goal is to analyse the territorialization processes conducted by the governments of each federal unit (the Brazilian states) in order to legitimize their capacity of autonomous action within the federation. From this standpoint, the key question turns out to be ‘How do the governments of the federal units handle their autonomy to elaborate and execute investment strategies within their territories?’ The paper focuses on the state of Bahia, which will be analysed in relation to two terms, 2003-2006 and 2007-2010, during which two clearly distinct territorial development plans were elaborated and put in place, respectively.

Graduada en Licenciatura de Geografía, por la Universidad Estadual de Feira de Santana-Bahia (2004) e Máster en Cultura, Memória e Desenvolvimento Regional, con orientación en  Políticas Públicas e Desarrollo Regional/Local, por la Universidad do Estado da Bahia (2007). Doctoranda por la Universidad de Santiago de Compostela (España), en el Programa de  Historia, Geografía e Historia del Arte. Profesora Asistente de la Universidad Estadual de Feira de Santana-Bahia.

Rubén Camilo Lois González, Departamento de Xeografía Facultade de Xeografía e Historia Universidade de Santiago de Compostela

Catedrático de Geografía de la Universidad de Santiago de Compostela. Ha sido profesor invitado de las universidades de Le Mans, Caen y Toulouse-Le Mirail (Francia), y Bergen y Finmark University Colege (Noruega). Autor de más de 150 capítulos de libro y libros, y cerca de cien artículos académicos en revistas de la disciplina, entre la que destacan, Annales de Géographie, Die Erde, Mobilities, Scripta Nova, Espaces et Societés o Boletin de la AGE. Ha sido Investigador Principal de más de 30 proyectos entre los que destaca el denominado SIESTA, para la confección de un Atlas Europeo de las regiones según los indicadores de la Estrategia 2020, financiado por ESPON y la UE. Coautor del Diccionario de Urbanismo, Geografía urbana y Ordenación del Territorio (2000 y 2013), recientemente reeditado por la Editorial Cátedra.
