Abstract
The chaotic arrival of foreigners to Madrid created an atmosphere of social unrest because of the debauched life they used to lead. The arbitristas of the time saw the extent of the problem and made some proposals aiming at putting an end to mendicancy. In Liñán y Verdugo Guía y avisos de forasteros (1620), a text intended for teaching pretenders how to behave during lawsuits in the Court, it is plain to see how the advices given to Philip II’ government about the control of beggars match with the approach to the problem given by theologians and writers of his time.Downloads
