Teleworking in Public Administrations. Notes for the future in Spain and France
Abstract
The present study aims to present the evolution and the way in which this working method has been established in the public service in recent years. The focus will be on the history of the regulatory framework in both countries, analyzing the technical conceptualization as well as the legal nature of the public relationship of remote work. Based on the study of the French and Spanish cases, we will see what impact the Covid-19 health crisis has had and how this pandemic and its effects mark a turning point for the future of public administration, transcending from a merely organizational perspective to through new formulas in terms of objectives and clarification of the rights and duties of workers who operate remotely, proposing some notes for the future from which we will draw our conclusions.
