Abstract
The essay examines the issue of the application of the real ability to deal with specific cases, reaching the conclusion that it is the exception that proves the rule, as long as it dialogically constructed in order to make it interpretable and applicable by its numerous receivers in the more complex and conflicting public policies, especially at a local level.Downloads
