Local public administration and building hydroelectric large power in the Amazon
Abstract
We report the results of an exploratory observation in which the functional impacts on the administrative system as a result of the construction of the Belo Monte Hydroelectric Plant (CHB) in the municipality of Altamira (Brazil's eastern Amazon) are analyzed. In the theoretical and conceptual perspective of social systems theory Niklas Luhmann, we made an observation of the local administrative system on its operations and functions, based on four preset codes: decision making contingency symbolic significance of the project and planning. The findings provide a glimpse into a conceptual flattened the usefulness of systemic concepts of Luhmann, and the empirical, a reactive planning and municipal public administration.Downloads
