The entire actions of the delegates and the ministry suffered strong opposition from the employers. The entire actions of the delegates and the ministry suffered strong opposition from the employers. The arrival of the radicals and the cedistas to the Ministry of Labor meant a change of orientation in their social policy, but the delegations remained as basic instruments to apply it, despite the fact that certain sectors of the employers' association requested their suppression and it decreased substantially in its troops and capabilities, especially during the time of Minister Salmón. All parties took advantage of the possibilities of political control that the law had left to occupy the delegations with interims, contrary to the purpose of the Law.
