Las políticas activas de empleo en España: Deficientes políticas para malos empleos
Abstract
Las políticas activas de empleo (PAE), y la formación ocupacional como uno de sus componentes principales, constituyen el eje en torno al cual se define la Estrategia Europea de Empleo. Dada su relevancia se hace necesario conocer qué grado de eficiencia tienen en alcanzar los fines para los cuales se plantean. Este es precisamente el objetivo de este texto, que se centra en el caso de España, y más en particular en Catalunya. El análisis realizado se basa, por una parte, en la legislación, materiales y literatura especializada y, por otra parte, en 27 entrevistas en profundidad a expertos y protagonistas. Los resultados del estudio resaltan que las PAE carecen de procedimientos adecuados de evaluación de su efectividad; y además, cuestionan la eficiencia de los utilizados en cuanto a facilitar la creación de empleo y su mejora.
ACTIVE EMPLOYMENT POLICIES IN SPAIN: POOR POLICIES FOR BAD JOBSActive employment policies, and specifically occupational training as one of its central elements, are the key question of the European Employment Strategy. Due to its relevance it becomes necessary to know the efficiency level of these measures so as to reach their objectives. This paper provides a contribution to the description of the situation in Spain in general and in Catalonia in particular. We conducted analysis based on one hand on the regulation and specialized literature, and on the other hand, on 27 in-depth interviews involving experts and stakeholders. The results of the study highlight the fact that the AEP lack appropriate procedures to make an overall evaluation of its effectiveness. Moreover, they question the efficiency of the actions carried out in order to create more and better jobs.
