Servicios externalizados y condiciones laborales: de la competencia de precios a la presión de los tiempos de trabajo
Abstract
Se analiza el impacto que la externalización de servicios auxiliares puede tener sobre las condiciones laborales en dos sectores de baja cualificación: servicio de colectivi-dades y limpieza de edificios. La hipótesis de partida es que la contratación externa de servicios tiene un impacto negativo sobre las condiciones de trabajo. La tradicio-nal relación entre empleadores y personas empleadas se transforma en un triangulo donde el ente contratante se convierte en cliente y la empresa contratada en emplea-dora, quedando el empleado en una doble relación de desventaja. Con el fin de sostener esta hipótesis, se analizan cinco estudios de caso. Los resultados apuntan que la creciente competencia de precios entre las empresas que aspiran a adquirir la contratación de servicios supone una presión sobre los tiempos de trabajo.
Outsourcing services and employment conditions: from price competition to working time pressure
The aim of this paper is to analyze the impact of outsourcing of auxiliary services on working conditions in two low-skilled sectors: catering to communities and buil-ding cleaning. The hypothesis is that outsourcing of services in these areas has a negative impact on employment conditions. The traditional relationship between employers and employees becomes a triangle where the contracting entity becomes the client, the company contracted becomes the employer and both control the employee. To support this hypothesis, five case studies are analyzed. The results suggest that the increasing price competition between companies in order to reach the contract of the services implies a working time pressure for employees.
