Abstract

The integration of immigrants is a very common discussion from an academic and a political point of view, precisely when traditional institutions of the welfare state, that should ensure the socialization of individuals, have come into crisis. That discussion begins to acquire a significant role in migration policies in the European Union. The changes of immigration in Spain, the challeges and policy responses that it is receiving, could be registered in this scenario. The “institutionalization” of the migration issue in Spain since 2000, is posing a number of challenges that require a political response to the “problem of the integration of and wich immigrants” of the kind provided by the Strategic Plan for Citizenship and Integration 2007-2010 (PECI). The article raises a conception of the policies of integrating immigrants which assumes at the same time the policies of redistribution and reconnaissance; examines the explicit political philosophy of the PECI, provides elements for the assessment of integration policies and develops some critics to the PECI and, from de immigration patchwork that is being drawn in the territory of Spain, aims elements for a cooperative coordination of integration policies in the field of immigration.
