Difficulties in implementing an action plan for gender equality in French higher education: the equality missions
Abstract
Introduction. This paper intends to analyze the design and implementation of public policies aimed at gender equality. Focusing specifically on the case study of the French university system, the specific actions taken are identified. Methodology. An empirical-descriptive analysis of the nature of equality missions and an empirical-exploratory analysis of the factors that influence their functioning have been carried out. In order to realise this explanatory approach, equality missions have been considered as the dependent variable and the regulatory framework that governs them as the dependent variable. Results. By exploring the legal framework and the ethical and academic principles that sustain the French university system, an analysis is carried out of the tools used to design and implement public policies, their appropriateness is also analyzed. The autonomy of the universities is the overarching precept that underpins the system and, at the same time, it is the main constraint for the correct development of gender equality policies. Conclusions and contribution. The conclusions drawn from the analysis attest to the fact that all the documents and regulatory measures established aim to preserve this autonomy and avoid interference in university governance. This explains the lack of a harmonized and specific legal framework regulating equality policies, which undermines their implementation and their ability to succeed. Based on these initial conclusions, a new avenue of analysis has been opened that will bring the possibility to propose practical solutions to address the difficulties and challenges of gender equality policies in French universities.
