The communicative dimension of the regional coalition governments in Spain (1987-2019)
Abstract
This study describes the communicative elements present in 48 autonomous coalition governments in Spain based on the analysis of the coalitional agreements signed between the different parties. For this, has been developed an instrument of 14 categories that integrates organic-functional aspects, as well as analyzes the presence or absence of standardized patterns of distribution of competences, communication policies, coordination norms or conflict management. The results reveal governments with concentrated, vertical and non-shared communication structures between the coalition partners, without communication protocols, with an excessive presence of the majority partner and where substantial differences are only observed when the majority partner it is a state party or a regional party.
