Abstract
1492 : Discovery of a New World, extremely violent clash between the peoples of the two continents. The Catholic Kings were moved by the fate of the Indians. The Burgos Laws promulgated in 1512 are the first laws in the interests of the Indians. Controlling the legislation is made impossible by the difficulties in communicating between the two worlds. Bartolomé de Las Casas and Francisco de Vitoria, fathers of modern-day Human Rights, contribute to the promulgation of the New Laws. Today the Constitutions define the Rights of the Indians.
