Impact of economic crisis on communication policies of Catalonia Generalitat
Abstract
The concept of (national) communication policies was formulated in the 1970s as a framework for the analysis, planning and global regulation of national communication systems, even though the adoption of short-term, sectoral and fragmentary policy measures had accompanied the emergence and progressive expansion of the mass media since the mid-19th century. The use of the term, with Latin American roots, became widespread in the context of the international debate on the problems of communication promoted by UNESCO in the 1970s, which pitted the supporters of the doctrine of the free flow of information - essentially Western countries and major media - against the advocates of a New World Information and Communication Order (NWICO) - Non-Aligned countries, Eastern Europe and critical intellectuals from Western countries.
