Use of photography sites in public institutions

Abstract

Currently, the use of technological resources in the management and storage of images in public institutions is a path of no return. This article aims to question aspects related to the development of public policies for the management of photographic collections and the aspects involved in making this information available on digital platforms such as Flickr. This is a descriptive case study, with a qualitative approach, also using bibliographic research. The work was guided by the identification of patterns of systematization and availability of information on institutional websites that use the Flickr application to publicize the collections of the Brazilian electoral Justice. Examples extracted from the websites of the Superior Electoral Court (TSE), the Regional Electoral Court of Pernambuco (TRE-PE) and the Regional Electoral Court of São Paulo (TRE-SP) were analyzed.  When presenting, analyzing and interpreting the case data from the photo dissemination sites such as Flickr, used by the Brazilian electoral court, it was possible to report that, the criteria related to the means of making photographic documents available to the citizen allow direct access to photography, however, they fail to relate the quality of information to metadata, impacting the right of access to information.  We note the need to give due relevance to the context of production of the photograph, in which the content portrayed in the photograph is part of that context. The motivational facts and events for documentary production delimit and give evidence to the photographic heritage.
