The evolution of the population makes that a considerable number of people will be in these category in a brief period of time. It is approached the disposition of goods and the handicap figure like roads of patrimonial control for the old people. The handicap must be dictated by a judge, professional of the law and it possesses the pertinent juridical guarantees. The services and social benefits and the role of the State in their competition (thinking about the paper of Comunidades Autónomas and City Councils, next to the citizen), as well as the differences in the rural and urban environments are other aspects approached in this paper
