The right to social inclusion in the minimum insertion income: the coexistence between the Valencian Inclusion Income and the Minimum Vital Income.
Abstract
Minimum income schemes have traditionally been instruments developed by regional governments to guarantee a basic income and facilitate the social and professional integration of beneficiaries through the design of socio-labour integration itineraries and economic and professional incentives. The implementation of the Vital Minimum Income by the General State Administration marked a turning point in the minimum income landscape in Spain. Therefore, the aim of this article is to analyze the development of social inclusion itineraries in the Valencian Community, as well as the coexistence of the Valencian Inclusion Income and the Vital Minimum Income, from the perspective of governance by different administrative levels. To this end, the article focuses on the analysis of the Pilotem project, which aims to promote and develop social inclusion itineraries for minimum income beneficiaries, examining its nature, scope, and results. One of the main findings is that, despite mechanisms and strategies designed to promote the coexistence of the two benefits, certain barriers and limitations have been identified, both in terms of management and governance, as well as the identification of certain prejudices among users, such as the perception of excessive costs. Among the main conclusions, it is advocated to overcome the limitations implied by the lack of interoperability between the Social Security and the Valencian Public System of Social Services, as well as the observation of the results of the Pilotem Valencian Public System of Social Services, as well as the observation of the results from the experience of the Pilotem project in order to improve the efficiency of the professional provision of the RVI.
