The Ministry of Employment and Social Security (2011-2018): crisis management, employability and the Future of Work
Abstract
From 2011 to 2018, the Ministry of Employment and Social Security is responsible for proposing and executing the Government's policy on employment and Social Security, as well as developing the Government's policy on foreigners, immigration and emigration. The context of economic crisis and high unemployment that characterises the beginning of his term of office will condition government action in the first few years. In the first 100 days of government, a controversial labour reform was approved, which was met with two general strikes. Concern for the Social Security system led to the adoption of budgetary stability and sustainability measures for the pension system. The Ministry also approved important measures against unemployment, with the fight against youth unemployment, and support for self-employment and the social economy taking centre stage. Active employment policies and the regulation of vocational training for employment are also at the centre of the government's attention. The economic crisis was followed by a political crisis that forced the Government to remain in office during the 11th legislature. In the 12th legislature, the economic and employment recovery was consolidated, and the legislature began with good forecasts for social dialogue and important measures in government action. However, the government's mandate came to an abrupt end with the motion of censure in June 2018.
