Políticas públicas de empleo. La intermediación de mano de obra vista por los actore
Abstract
El fin de este artículo es analizar una experiencia de intermediación de mano de obra resultante de un programa público de formación profesional llamado Planseq (Plan Sectorial de Cualificación) en Brasil. La importancia de la coordinación de los actores colectivos es destacada en la primera parte. En la segunda parte, se procede a un análisis detenido de cada uno de esos actores –empresas, Municipio y sindica-tos–, donde se busca iluminar las tensiones y límites de su acción cruzada. Proble-mas estructurales del mercado de trabajo son también abordados. La conclusión es que la racionalidad a la que obedece cada uno de los actores colectivos dificulta un resultado exitoso para el fin anhelado: la incorporación de una población vulnera-ble a la condición asalariada.
Employment Policy.
Labor market intermediation by the perspective of the agents
This paper aims to analyze a case of manpower intermediation arising from a public policy implemented on a local basis. The importance of the coordination among collective actors for the choice of the policy’s priorities and targets is stressed in the first part. In the second part, the paper proceeds to a deeper examination of each of the three main collective actors: companies, Municipality and unions. Tensions and limits for their intersecting actions are put forward. Structural problems from the national labour market complete the account. The paper concludes by maintaining that the rationale of each of the actors makes the possibility of any agreement to incorporate a large number of vulnerable workers into the wage nexus very unlikely
