Neutrality and Its Neutralization: the Mythical Echo of Modernity in the Present Time
Abstract
This work starts from the antithetical parallel around the friend-enemy pair that appears in C. Schmitt's "Concept of the political", to then analyze the interesting proposals carried out by different authors, among others, H. Blumenberg, to which we will add as a counterpoint those of the representatives of the School of J. Ritter, W. Böckenförde and H. Lübbe. In particular, we point out the transition that occurs from neutrality to neutralization, based on the new consideration of temporality that occurred at the beginning of the 16th century. However, from this paradoxical constitution will arise a series of myths correlative to the neutralization that reinforce it, for which we refer, finally, to the status quo and the return, which constitute the metaphorical echoes of the modern binomial progress-regress.
