Henri IV’s and Sully’s Grand Project: Sovereignty and European Confederation

Abstract

This paper dwells on the Grand Dessein attributed to Henri IV but whose conception really belonged to his great Calvinist minister, the Duque of Sully. First we explain how this project of European unity became one of the essential elements to create the myth of the Bourbon king. We then come to analyze both its realistic attempt to reorganize the European territory and its more utopian proposal aiming at a European confederation. Though it may appear as a real alternative to the terms of Peace of Westphalia, this project actually assumed many of the convictions which inspired such peace, starting from the principles of State sovereignty and international equilibrium.
