Abstract

Citizen insecurity is an ever-present issue in the Public and Private Agenda of the Spanish population. The concept of the “Private Agenda” is being used for the first time and we have decided to include it in this piece of work alongside the Public Agenda, even though we have used it before in several research studies. In this introductory article, we set out its behaviour in both agenda, where it has reached very high levels, often being cited together with the two main issues in Public and Private Agenda, namely Unemployment and Terrorism, and, currently, Immigration and Housing. This means citizen insecurity has become an important impact issue in public and political communication. The cycle, which ended in 2004, is, primarily, a unique political and social cycle which should be treated separately from the rest. Interest in agenda analysis has risen, amongst other reasons, due to its remarkable relevance when seeking to understand the politico-cognitive dynamic in the citizens, and its importance for political communication.
