Gobiernos minoritarios, pactos parlamentarios y producción legislativa en España
Abstract
This article focuses on legislative production of minority government periods, from which it deduces some characteristics of parliamentary agreements that support cabinet. The data concerning initiatives submitted to the Parliament indicates that the Government party is the author of almost all passed laws. Opposition parties can not passed their proposals and amendments, except in the case of technical improvements. Nevertheless, parties that support majority party can achieve that some proposals with political weight been passed, and can amend partially budget bills, for instance. However, legislative production is far a good indicator of desagreement between members of parliamentary coalitions than agreement. The reason is that proposals submitted are used as mean of pressure by parties that support Government. Meanwhile, agreements are included in governmental drafts of acts, thanks to a previous deal to parliamentary procedures.
