Housing policies with a gender perspective: a comparative analysis of the regional legal framework
Abstract
This article analysis the inclusion of a gender perspective into housing policies in Spain. To do so, firstly, the text examines literature on gender mainstreaming and the development of housing policies, with a particular focus on the Spanish case. Subsequently, a theoretical framework based on former studies allows analyzing the content of 55 pieces of legislation concerning equality, gender based violence, and housing corresponding to the 17 Autonomous Communities (ACs). The study reveals that ACs have used those regulations to incorporate a gender perspective into housing policies. Yet, differences amongst regions allow distinguishing analytically three intervention models -welfare, dual-weak and dual-strong models-. This article contributes both to gender and housing studies, and to those scholarly works exploring the presence of regional welfare regimes.
