Autonomy and Cooperation in Federalizing Models of Cultural Policy. Comparative Analysis of the Cases of Germany, USA, Canada, Switzerland, United Kingdom and Spain
Abstract
Since the eighties several researches have advanced into the comparison between national models of cultural policy. Moreover, interest in cultural decentralization and the recognition of cultural and national plurality has grown parallel to the importance of regional and local public cultural action. However, not enough studies have been carried on comparing systematically the relationship between federalism models and models of cultural policy of a State. This work aims to fill this gap by performing a comparison of six federal or quasi federal countries that have excelled in their development of cultural policies, comparing their different levels of autonomy, shared government and recognition of different cultural and national identities States.
