Abstract

Due to the historic concentration of the huge technological, business, and political capacities which conquered the electronic media -especially the commercial media- as technological mediators of the social relations in Mexico during the second half of the 20th century and the beginning of the 21st century, these have be-come the First Ideological Power of today’s society. The media have gradually displaced the Mexican Nation-State’s guiding of society, especially with regards to culture. In this way, the 4th Media Republic appeared as a historical phenomenon which structurally trans-formed the skeleton and the traditional process of national governability because of the introduction of media power as a fourth force in the structuring of the contemporary Nation-State. That is why there is an urgent need for the Mexican society and the Public Powers of the Republic to establish a new legal national pact which assures a balance between the media, the State, and society that allows the collective survival of the nation as a whole, and not only the savage expansion of capital in the communications area.
