PRELIMINARY DRAFT LAW OF CLASSIFIED INFORMATION. A STEP BACKWARDS AS FAR AS TRANSPARENCY IS CONCERNED?
Abstract
These reflections stem from a concern. As several non-profit organisations from Spanish civil society (specifically Fundación Hay Derecho, Access Info, Transparency International and Más Democracia) have denounced in a manifesto, the current draft bill on classified information - commonly known as the draft bill on official secrets – does not at all guarantee the desired balance between the classification of information and the right to freedom of information and the right of access to public information.
