The constriction of citizen participation in the audiovisual media sphere in Spain
Abstract
The spaces and channels open to citizen participation in the audiovisual media sphere in Spain have been very limited due to their also limited scope and to the lack of political will and commitment to put them in place and to make them work. With the approval of the Audiovisual Communication Law in 2010, new expectations arouse linked to the fact that it envisaged both users participation within the regulatory process, and the right to complaint and to require the audiovisual authorities to control the fulfillment of content legal requirements by audiovisual service providers. The article reviews the effective –and not only legal transformations within the audiovisual sphere, by identifying which spaces are effectively open to access and participation, their recent evolution, and the present and future risks and menaces in the light of political and regulatory initiatives, in particular the substitution of the unborn Audiovisual Council mandated by the Audiovisual Communication Law by a macro-regulator to be competent in several and disperse fields.
