Participation in the Forums for a new Law on Audiovisual Communication Services in Argentina. The Case of Indigenous/Native Peoples
Abstract
In Argentina, in 2009, an Audiovisual Communication Services Law (26.522) was passed. In the process of debate that gave body and substance to the law, was staged, among other things, the public discussion about the democratization of communication, media space, the (in) visibility of the word and the communication understood as a fundamental human right. This staging is given on different places mobilized by multiple actors that search to position themselves in order that their perspectives be heard. One of the devices that were implemented were a set of 23 Participative Forums for Public Consultation.
In this context, this paper aims to develop some reflections on the notion of culture focusing on the indigenous / natives interventions in the Forums. Also intends to look at some investments and costs that may be made in the tension between historical otherness and political identities and review some senses around communication and media in these materials.
