THE PATTERNS OF STATE MEDIA IN URUGUAY, PARAGUAY AND BRAZIL
Abstract
The paper presents the international standards on freedom of expression referred to the
operation of public media. That is, the guidelines recognized by the Rapporteur on Freedom of
Expression of the OAS, Indicators of Public Broadcasters Quality and Indicators of Media
Development suggested by UNESCO. These standards are tested against the latest legislation
and institutional initiatives produced in Brazil, Paraguay and Uruguay. The comparative
analysis shows that the law of Uruguay is the most explicit when it comes to point at duties
related to the social and cultural role of the public media. At the same time, it offers the best
and clearer conditions to ensure independence in relation with the national Government and

lobbysm. The specific regulation for the state broadcasters in Brazil means a step forward but
the institutional architecture creates doubts about an autonomic development. At the other
end, the Paraguayan model contradicts international recommendations on the subject. The
review of the various regulations reveals the uneven capacity of the three States for their
intervention in the audiovisual sector in order to propose regulatory changes to the historical
trend.
