Abstract
This article proposes a theoretical framework to define certain trends in the society of information and knowledge in this new XXIst century as well as to interpret strategies adopted in the United States, the European Union and, more particulary in Spain for the development of TIC and the society of information. It proposes some ideas with regards to means to close the digital gap between digital users and no users, using the concrete analysis of the Spanish case.Downloads
