Análisis y retos del Sistema del Autonomía y Atención a Dependencia en Andalucía en el marco de la gobernanza multinivel
Abstract
Starting from the outstanding advance meant by the arrival of the Dependency Law (hereinafter referred to as DL) and the complex System for Autonomy and Care of Dependent People (SAAD) created from it, we will approach the regional and local development of such a social policy. First, we will point out the different legal and political outputs which preceded the SAAD in Andalusia. Later, taking into account the diversity of actors and their assorted political influence as well as the necessary matching of competences among Public Administrations, we will study from juridical- political, administrative, social and financial issues based on it to dilemas and further and more up-to-date information of its progressive implementation. At this aim we are going to analyze main official documents (law, plans, statistics, acts and reports) and looking into the press, in order to observe the debates and negotiations required after setting up Public Agenda. And closing with legislative outputs and political outcomes, in function of interaction of logical and strategic developed inside multilateral scene. Then, it is definitely an integrated and innovative model which still presents to real challenges for equity, economic sustainability and coordination in the different territorial levels implied. Such a system, the SAAD, in conclusion should set a collaborative trend to formulate public policies in the cluster of competences. Likewise, by means of increasing social participation and specific networks, it should answer to efficiency and quality criteria related to New Public Management to exemplify a case of good governance within the multi-level government.Downloads
