Abstract

This article analyzes the strategies utilized by professionals within the social intervention network in Madrid, specifically those of social workers belonging to Social Services in Madrid, in their application of the Basic Income Guarantee policy (Spanish: Renta Mínima de Inserción Social) to the Spanish Gipsy population. It describes the most coercive strategies and compares them to the ambiguity of the definition of social exclusion in the regulations that govern service delivery as well as in professional discussions. The article closes by critically questioning the lack of social intervention tools aside from those that tend to impose participation upon the beneficiaries of the policy and reflects how professional intervention prejudges the idea of the right to social protection and points out the lack of methodologies which go beyond those offered by the institution and its bureaucratic means.
