Critical analysis of the concept of resilience in Puerto Rico’s Public Policy: A contribution from Social Work

Abstract

Resilience has become an increasingly resonant concept in Puerto Rico following the impact of Hurricanes Irma and María, becoming a part of both theoretical and practical discourse in work with individuals and governmental procedures. This work presents a content analysis regarding the public policies proposed by the Legislative Assembly of Puerto Rico that incorporated the concept of resilience. It analyses the conceptualisations of resilience in the critical theory of Michel Foucault with the purpose of problematising and contextualising them in the interconnections of Puerto Rico’s social, political, economic and environmental dynamics. The article also examines the implications of this analysis for public policy management from a social work perspective, as well as recommendations for anti-oppressive practice.

Génesis Álvarez-Rosario es trabajadora social licenciada de Puerto Rico. Actualmente, es estudiante del programa doctoral de la Escuela Graduada de Trabajo Social Beatriz Lassalle de la Universidad de Puerto Rico en Río Piedras. Ha facilitado cursos subgraduados de metodología de investigación y de Trabajo Social y Asuntos Ambientales en la Universidad Ana G. Méndez-Carolina. Durante sus años como estudiante ha sido asistente de investigación de estudios relacionados a educación sobre cambio climático, desastres, evaluaciones de programas educativos y trabajo social forense.
