Abstract

The new mechanisms called basic or social income, in the frame of labour transformations, social segmentation and the present ‘rationalization’ of social protection have two constituents: one about social reform, another one about cultural process. This article focuses on the second component, the cultural one, and points out the importance that these reforms, proposals and debates have on the processes of socialization and social legitimation as well as on the formation of social citizenship and on the renewal of new mentalities and currents of thought. It goes deeper on two key aspects: the relationship between the universality of rights and social necessities on the one hand and action for equality on the other and also the opposition between total unconditional support and reciprocity or solidarity values. The article explains the most significant theoretical discussions that lay behind the speeches that support some of the proposals. Finally, it states the main criteria for a social income.
