The Autonomous Communities in Spanish development cooperation: prospects after the adoption of Law 1/2023 on Cooperation for Sustainable Development and Global Solidarity
Abstract
This article studies the treatment of Spanish regions (comunidades autónomas) in the recent Law 1/2023 on Cooperation for Sustainable Development and Global Solidarity, and the prospects for the enhancement of their activities. After examining the Spanish development cooperation in the current global and European contexts, the provisions of the Law are presented and assessed using an analytical framework with five questioning domains. Conclusions show that the performance the development policies of Spanish regions can benefit from an integrated strategy that takes their specific characteristics into consideration, and activate a longer-term process of change, progressively contributing to the enhancement of the effectiveness of the system as a whole.
