The Resilience Approach in the New Architecture of the Spanish Cooperation
Abstract
The new Law on Sustainable Development Cooperations mentions the concept of resilience but does not develop its implications for the new architecture of the Spanish Cooperation. The purpose of this paper is to point out the opportunity offered by the ongoing reform of the Spanish cooperation system to place resilience at the heart of a renewed cooperation policy, taking stock of previous work on the concept and highlighting its transformative potential. The need to face multiple and changing crisis scenarios, exacerbated since the emergence of the COVID-19 pandemic, demands a decisive move towards building resilience.
