Abstract

While the effectiveness of aid is still subject of great criticism, the article defends the “non-neutrality” of aid allocation in countries and sectors that promote the historical, cultural, political and economic interests of Spain. It is argued that selectivity increases the impact of the spanish development assistance while at the same time helps poor countries to carrie out the necessary reforms to make up the world economy. Eventually, the destiny of aid assitance is to disappear.
