Calidad de la ayuda y cooperación descentralizada: la participación en los procesos de evaluación
Abstract
Chapter 8th of the 2005-2008 Spanish Cooperation Master Plan expresses the commitment to increase the quality of ODA as stated in the international agenda. Assuming that the development cooperation public policy aims to fight against poverty to attain sustainable human development standards, the participatory elaboration of planning and evaluation documents involve also to advance in coordination and complementarity among the Spanish cooperation stakeholders. One of the first steps to design and implement a development cooperation public policy in this period has been to strengthen the roll of the Interterritorial Commission of Cooperation. This participatory body is comprised of representatives from the national government administration as well as the regional and the local government administrations. All the members of the Interterritorial Commission of Cooperation recognise that dialogue and consensus are essential to improve better coordination and complementarities of the actions of development cooperation public policy. The first strategic evaluation of the Development Cooperation Policy in a prioritary country —Morocco— is a excellent example of a practical implementation of the participation principle that is further develop in the next pages.
