Actorness and normative effect of the European Union through its development policy: the Spotlight Initiative implemented in Mexico (2019-2020)

Abstract

The European Union as an actor in the international political arena has consolidated its presence through its external action and the policies that shape it.  Gender equality and its mainstreaming are part of the principles that give the EU its identity and projection abroad, which is why the Union has incorporated these principles into its primary law and policies.

As part of its development policy, the European Union, together with the United Nations, launched the Spotlight Initiative, the first global initiative dedicated to eliminating all forms of violence against women and girls worldwide. This research questions the degree or level of normative actorness and power that the European Union exercises through the implementation of the Spotlight Initiative in Mexico. The aim of this research is to succinctly present the Spotlight Initiative-results of the first phase of the 2019-2020 programme in Mexico-alongside conceptual notions of the European Union's normative power and actorness, in order to explain its influence as an international actor.

Enriqueta Serrano Caballero, El Colegio De San Luis

PhD in Political Science and Sociology from the Faculty of Political Science and Sociology (Universidad Complutense de Madrid), Department of International Public Law and International Relations (International Studies), within the "Latin America, Spain and the European Community: Integration, Cooperation and Development Program". International Master's Degree in Chinese Culture, Society and Culture from the Universidad Autónoma de Barcelona, the Universidad de Alcalá, and the Universidad de León.

Full-time research professor in the Political and International Studies Program at El Colegio de San Luis (Mexico). Since 2002 she has been a professor of the Bachelor's Degree in International Relations at El Colegio de San Luis; professor in the Master's Degree in Political Affairs and Public Policy and in the Doctorate in Social Sciences at El Colegio de San Luis (San Luis Potosí) Mexico.

Member of the National System of Researchers (CONACYT) 2004. Level 1 (since 2006).

I have been a Robert Schuman Fellow researcher at the European University Institute of Florence. Author of several publications and articles on the European Union, cooperation, regionalism and regional integration.
