Decentralized cooperation facing the transformation of the international development system
Abstract
The article takes stock of the participation decentralized cooperation agents in the system of development cooperation, with the aim of grasping the conditions under which they enter the current phase of profound change, and identifying some plausible trends in the new scenario. Drawing on existing literature and with a focus on the analysis of “new actors” in development cooperation, the article traces the recent evolution of decentralized cooperation and examines various aspects of sub-state actorness.
