Innovación para la inclusión digital. El Plan Ceibal en Uruguay
Abstract
A technological view has prevailed in Latin American policies for the Information and Knowledge Society and in the analysis of the digital divide. In this article we analyze how recent policies in Uruguay, innovate or maintain this pattern. The Ceibal Programme consists in the distribution of laptops for children and teachers of Uruguayan public schools across the country in pursuit of social inclusion. This article discusses the Programme’s main characteristics, scope and limitations that are carried out to reverse the digital divide though the presentation of some findings based on an ongoing research.Downloads
