A public space to conquer. institutional participation of audiences in the spanish and european regional televisions: a Transparency indicator of Media Governance
Abstract
For the last 10 years, audiences’ participation in TV has been studied as one of the clues of public broadcasting in the digital convergence era (Castro, 2012) (Kjus, 2007) as well as an accountability indicator for Media governance (Hasebrink, Herzog and Elder, 2007, p.75). With the theoretical frame of a proposal of governance in which audiences intervene in the decision making process of the TV Companies/Institutions, this paper aims to define the roles of audiences which have been recognized as institutional ways of participation in public regional TVs, with the purpose of determining if these roles can be catalogued as duties of public service. The study has identified four public regional TVs in this area: Corporaciò Catalana de Mitjans de Comunicaciò, Canal Sur, TG4 and BBC Scotland (with BBC Alba inside).
